The range is 10ms-2000ms where the lower the better. There are so many things that can influence the outcome but the one we can influence the most is antenna placement. In your example you had 1800ms which is very high especially when you have not been flying distances. I understood that a simple antenna re-alignment solved the situation. In fast airplanes where constant control input is needed a high L-Pack (>350) will be noticeable but will not cause a transmission disconnect between the TX/RX. It will have a higher latency making controls appear sluggish. I hope this clarified your question.
